I. Open and Welcome
The July 2, 2003 Board Meeting was called to order by Board-Chair, Rich Carlson at 1:33 PM at the EOC Building, Boone National Guard Center, 100 Minuteman Parkway, Frankfort, KY.

Chief Carlson read Governor Paul E. Patton’s Executive Order 2003-689 dated July 1, 2003 appointing the following as members of the Kentucky Community Crisis Response Board: Karl K. Lusk, representing chaplains, term ending June 20, 2004; Martin D. Scott, Jr., representing emergency services discipline, term ending June 20, 2005; and Donald Stewart Dawson, representing emergency services disciplines, term ending June 20, 2005. The following Board members were re-appointed with terms to expire June 20, 2005: Patricia G. McGinty, Michael D. Vance, and Paula R. McCaghren. Newly appointed Chief Carlson on behalf of the Board welcomed Board members.

Board Chair requested Angela Wilkins to report the slate of Board Officers recommended by the Policy Committee to serve from July 1, 2003 through June 30, 2004. Slate included: Chief Carlson, Chair, and Martin Scott, vice-chair. A motion was made and seconded to accept the slate of officers. With no discussion or additional nominations from the floor a motion was made and seconded to accept the two candidates and the Board voted in favor of the new officers.

II. Review of the Minutes
Minutes of the April 02, 2003 Board meeting were reviewed. A motion was made, seconded, and passed to accept the minutes as read.

III. Executive Director's Report (attached)
Correction to the executive directors report was made. Section 1. Fiscal Report should read: KCCRB FY 2003 Expenditures as of June 30, 2003.

IV. Old Business
A. Executive Director reported that personnel requests were on hold by Military Affairs until the new fiscal year due to December 2002 spending guidance.

B. Executive Director reported that a draft of the administrative regulations were complete and distributed them to the Board. Board discussion followed and recommended that the regulations be reviewed by the Board for corrections and additions and forwarded to the executive director by July 6, 2003. Board also requested that the Policy Committee review the final version and submit to Military Affairs for review and assistance with submission to LRC.

C. DPH/CDC Grant Implementation Plan and Progress Report was reviewed by the Policy Committee and presented to the Board for approval. A second year of funding was requested. A motion was made and seconded and the Board approved a request for a second year of funding.

V. New Business
KCCRB has responded to the third disaster in the Commonwealth since February of 2003. FEMA DR 1471 Immediate Crisis Counseling Grant was approved. KCCRB provides administrative oversight and training and three sub-grantees, River Valley Behavioral Health, Pathways and Comprehend provide outreach crisis counseling to the survivors of the impacted areas. A second Immediate Services Grant Application is in process for FEMA DR 1475.

Since July 01, 2002 the KCCRT has provided 153 responses across the Commonwealth. These interventions involved 300 volunteer team members who provided over 1, 500 volunteer service hours to 1,341 individuals during times of crises and disasters.

2,114 individuals received 261.65 hours of training since July 01, 2002. Of these, 825 were public health service providers who received 32 hours of training in psychological impact of terrorism and community support services.

Executive Director distributed FY 2004 KCCRB Staff Work Plan and requested Board approval. A motion was made and seconded to approve the Staff Work Plan.

VI. Committee Reports

The Training Committee reviewed draft copies of the Administrative Regulations.

The Membership Committee reviewed draft copies of the Administrative Regulations.

The Policy Committee
A. The Policy Committee reviewed the KCCRB Office fiscal reports, personnel requests, status of Administrative Regulations, status of grant programs, the draft KCCRB Staff Work Plan for FY 2004 and slate of Officers for FY 2004.

VII. Adjournment
With no further business, a motion was made, seconded, and passed to adjourn the July 02, 2003 meeting of the Kentucky Community Crisis Response Board at 2:35 PM.
