I. Open and Welcome
The January 07, 2004 Board Meeting was called to order by Chief Rich Carlson, Chairman of the Board at 1:36 PM at the EOC Building, Boone National Guard Center, 100 Minuteman Parkway, Frankfort, KY. Chief Carlson requested board members to introduce themselves. Ms. Grubbs, Executive Director introduced two new staff members Sarah Bown, Bioterrorism and Disaster Coordinator, KCCRB DPH/CDC Grant Staff and Tonya Coleman, Administrative Assistant, KCCRB DPH/CDC Grant Staff.

II. Review of the Minutes
Minutes of the October 01, 2003 Board meeting were reviewed. Barbara Davis requested the following correction: Blair Bottom was present representing the Kentucky Attorney General. Correction is noted and minutes stand corrected. A motion was then made, seconded, and passed to accept the minutes as read.

III. Executive Director's Report (attached)
Executive directors report was made. It included fiscal, personnel, program and service reports.

IV. Old Business
A. DPH/CDC Grant Implementation Plan and Progress Reports FY2003 and FY 2004 were distributed to the Board. (Attachment 1a and 1b)

B. The Policy, Training and Membership Committees reviewed the second draft of the revised Administrative Regulations. A full Board discussion was held.

The Board recommended the following final review process:

a) Corrections by the committees will be made and a third draft developed by Cynthia Wright.

b) Regulations 1-Definitions and Regulation 2-Crisis Response Team will be sent via e-mail to the Membership and Training Committees for final review by February 01, 2004.

c) Regulation 3-Board will be sent via e-mail to the Policy Committee for final review by February 01, 2004.

d) All final comments from all committee members will be returned by e-mail to Cynthia Wright, at wrightcj@bngc.dma.state.ky.us by March 1, 2004.

e) All three final regulations will be e-mailed to all Board members by March 15, 2004

f) Full Board will be asked to vote on the Final Regulations at the April 07, 2004 Board Meeting.

New Business
A. Since July 01, 2003 the KCCRT has provided 35 responses across the Commonwealth. These interventions involved 96
volunteer team members who provided volunteer service to 253 individuals during times of crises and disasters. (Attachment 2)

B. 996 individuals received 185 hours of training since July 01, 2003. 310 were public health service providers. (Attachment 3)

Committee Reports
The Training and Membership Committee met and reviewed the second draft of Administrative Regulations.

The Policy Committee met and reviewed the second draft of Administrative Regulations.

Adjournment
With no further business, a motion was made, seconded, and passed to adjourn the January 7, 2004 meeting of the Kentucky Community Crisis Response Board at 2:15 PM.
